Here is a statement from Whitney Peak, who is play the lead character Zoya, about the reboot:
“Representation is everything. I want all the hers and the hes and the theys and the people of color from all over the world to be able to watch the show and think, ‘That’s a person who looks like me. I don’t have to be the stereotypical idea of who I am.”
Both the original and the reboot series is based on a book series written by Ceily von Ziegestar. Josh Safran, Josh Schwartz, Stephanie Savage, Leslie Morgenstein, Gina Girolamo, and Lis Rowinski will all co-executive produce the project. Fake Empire and Alloy Entertainment will produce it with the association with Warner Bros. Television and CBS Television.

Here is a goodread synopsis of Gossip Girl (Book #1):
Welcome to New York City’s Upper East Side, where my friends and I live, go to school, play, and sleep—sometimes with each other.
S is back from boarding school, and if we aren’t careful, she’s going to win over our teachers, wear that dress we couldn’t fit into, steal our boyfriends’ hearts, and basically ruin our lives in a major way. I’ll be watching closely . . .
You know you love me,
